10.7 CITY AND COMMUNE LEADERS
The titles of leaders differ based on the political structure and size of
its territories (number of villages controlled). Leaders are elected
through a general election and, because they are meant to be unbiased with
regard to any guild, cannot hold any elected guild office.
The most notable power of leaders is to appoint Ministers to various
important positions, though such appointments must be confirmed by one
of the other members of the ruling council. Ministers are immune to
political challenges from the populace. A leader has all the commands of a
normal member of the ruling council (except confirming his or her own
ministerial appointments), with some additions:
APPOINT <ministry> <citizen>
Appoints someone to a Ministry.
Valid ministries are: Ambassador, Power, Treasurer, Steward, Trade,
Chancellor, Culture, Librarian.
FUNDS COFFERS
The leader is the only person, aside from those in the Ministry of the
Stewardship, who can see the amount of gold in the city coffers.
CITY PATRON <god> / COMMUNE PATRON <god>
It is the leader of a city's duty and right to appoint the Divine Patron of
a city.
