Cyrene, City of Bureaucrats,

It is unfortunate when a city cares so little for its citizens and their property. Recently, under the flag of the Pirates of Meropis, I took Kerria as a hostage at sea as she was unable to pay the due tithes that are required for safe passage on the oceans of Sapience. Rather than enter into negotiations for her safe return and the protection of her property, Cyrene, in true bureaucratic fashion, sat around and most likely tried to call a vote on what to do about the matter. A token of Charybdis took Kerria to safety but unfortunately set her property on its inevitable trip to the ocean floor where all hands were lost for a lack of tokens. Instead of paying the reasonable fee, you have cost her almost double from salvage costs and rehiring an entirely new crew. If this is how a city protects the investments and lives of its citizens, it is no wonder Cyrene stands as the laughingstock of Sapience.

Know this, Cyrene; any ship owned or operated by a Cyreni citizen will be immediately attacked at sea and sunk. You can teach them to wavecall all they want (which it appears is actually all you know how to teach them) but that will not save them nor deter me. The Pirates of Meropis ask for reasonable tithes to fund our work to protect the sea lanes of Sapience from outside threats and those that refuse to pay us our due will be sent to a watery grave without prejudice or mercy. In the future, I suggest you concern yourself more with the protection of your citizens rather than the apathy you so treasure.
