All those that found themselves an enemy of Targossas due to entering the city as a banned class or citizen of an enemy state have seen that status reversed.

It goes without saying that any that abuse the hospitality that has been offered will quickly find it rescinded. Shop access is not included in this hospitality.

On a similar note, after years of investigation and trials, the Dawnspear retracts the ban on the Shamanic arts being wielded by its citizens.
