Tekura changes

I've just loaded some changes that have converted Tekura into a normal
skillset. What does this mean?

- You can learn past a skill rank without having to be graded on a kata.
- It will be affected by divine favours... and hexes.
- Teaching another player Tekura will net you the free skill points that
teaching other skills gives.

So where does this leave Katas?

- The Kata code has been rewritten from the ground up. Please bug if
notice something strange occurring.
- New command: KATAS
- Mastering a Kata will give you a slight increase to damage and
accuracy for any attacks at that Kata's skill rank.
- Someone will need to GRADE you in order to fully master a kata.
- Everybody's Kata proficiencies have been set to an appropriate level
for their skill rank.
