I have re-enabled Shapeshifting packs. They are now available to anyone.
There is no ability necessary.

Any mutated Shapeshifter over level 80 can now PACK CREATE <name>. This
will form a pack with the given title and make you the leader. From
there, you may invite anyone of your same Shapeshifter type. As packs
grow and stabilize, we will introduce privileges for large, stable
packs.

Most of the mechanics remain the same. Consult PACK for syntax help.
