Bug fixes:

- Fixed Interference blocking Telepathy when the target and telepath
are in the same room.
- Oneness will no longer spam you when you have no afflictions to heal.
- Fixed Evade not allowing you to bypass the Sentinel bear Block
ability.
- You can now see when Vocalization affects yourself due to Echoing.
- You can no longer join a public Congregation that you are an
enemy of.
- Fixed an issue with the Hunter tools/horn artifact occasionally
causing incorrect attack speeds.

Don't forget that you can set a single bug that you have reported as
a priority for us to look at by using the command BUG <#> PRIORITY. It
will help us clear out the bugs that matter to you!
