Hi folks,

We have some minor changes here to follow up the recent liaisons.

Additionally, we have decided to touch upon dopplegangers to increase
the effort vs. reward ratio in anticipation of releasing more
objective-based events. We've found in events like the CTF and
majors that the ease of use in attacking someone from range is a
bit too effortless and can skew the outcome heavily in their favour.
We'll be keeping an eye on this as it goes live and making adjustments
as needed.

Deathlore
==========================
- Soul Purge no longer requires balance and equilibrium in order to
use.
- Increased the cooldown on Soul Purge to 16 seconds, up from 15.
- Soul Purge bonus speed reduced to 3%, down from 5%.
- Soul Purge now gains an additional 1% bonus speed for each
affliction that remains after use.
* Only afflictions that can be cured by normal means count
towards this total.
- Soul Purge bonus speed buff now lasts for 5 seconds, and is no
longer stripped on the first balance use.

Domination
==========================
- Dopplegangers now incur a 1.2 second delay before arriving when
ordered to SEEK a player.
* The location they arrive at is determined upon the initial
order, and not at the end of the delay.
* If you are within line of sight of your SEEK target, the delay
will be disregarded.

Elemancy/Sciomancy
==========================
- The sorcery balance cost for Delay has been reduced from the delay
timer plus 3 seconds, to plus 1.8 seconds.
