Liaison round - July, part 3 & artifact bug fixes

Hi folks,

I've got a bunch of artifact bug fixes for you. Find them below:

- Buried coffins will no longer be moved to your inventory when you
ARTICALL.
- The hunter's knife no longer overrides other existing PLANT commands.
- The spyglass artifact now has a message when you cease to spy due to
movement.
- You can no longer use the goldtouch artifact while phased.
- The rune of leech will now grant health to users of GARROTE when
applied to your whip.
- The horns relic will no longer cause untrapped errors if you supply
no target.
- Fixed a rounding display issue in ARTIFACT <x> VALUE.
- The racial disguising gem will now hide your heritage when in use.
- The snowglobe artifact will once more cause a blizzard when shaken.

Also Razmael has thrown together some liaison reports for you! There
will most likely be one more set to go, and then we'll be done with the
liaison round from July. Enjoy!

Crafting
--------
* (2017) Tailoring clothing designs now have a warmth modifier that you
can set with DESIGN <#> WARMTH <type>. This will adjust the clothing's
warmth to a certain percentage of its default. Valid types are breezy
(33%), cool (66%), normal (100%), warm (133%), and toasty (166%). This
change cannot be applied retroactively to old designs, so you'll need to
create a new design if you want to set these.

Desiccation
-----------
* (2024) Sand Walk now destroys any icewalls it carries its user over.

Necromancy
----------
* (2007) Decay damage and speed VS NPCs has been upgraded.

Shamanism
---------
* (2015) You can now FAMILIAR HIDE/REVEAL to mask your familiar in the
room.

Terramancy
----------
* (2034) The bodypart damage on the Fracture ability has been rescaled
to 12.5% at 0 bruising, 15% at level 1 bruising, 19.0% at level 2
bruising and 23.5% at level 3 bruising.
