Treaties are just formalized ways of agreeing to play nice. There are no
ramifications for them being broken, except for what each city can
produce in punishment. Perhaps that's an inherent flaw of signed bits of
paper, but it's hardly one that's unknown.

If a city breaks a treaty, it's probabaly wise to be wary and prepare
for an end to playing nice, instead of expecting the treaty magistrates
to fix it.
