Subj: Various changes
I've implemented a couple of various changes:
- INR ALL is now automatically done when you quit the game or are disconnected
- INR ALL now provides a better output of what it did
- Those with the security privilege can now give orders to their city/council's towne guards
- You can now UNAIDE ME FROM <position> to leave a city/council aide position
- Orgrequests are now available to leaders of cults and sects
