Some fixes/changes

A few fixes and changes:
- Updated the commodity costs needed for arrow production, see AB BOWMANSHIP FASHION and AB SABOTAGE ARROWCRAFTING for details
- Bowmanship users now produce 5 incendiary arrows at a time (up from 1)
- Seraph/Demon Refuge no longer stacks with itself - using it multiple times now correctly resets its timer
- Daegger Stab should now correctly check if the daegger is wielded
- Guard patrols are no longer able to walk through citylocked doors
