Cooldowns

Imperian is now using a new back-end system to manage (almost) all skill-related cooldowns. This should mostly be invisible to you, the main difference is that cooldowns on various effects will now be a lot more accurate. Additionally, there is now a new command - COOLDOWNS - which lists all the cooldowns currently in effect for you.

A few other commands, most notably the list of Enslavery possessions, have a slightly different output now.

Some cooldowns are currently excluded from this system for various reasons, these will probably be added at a later time. Balance timers are not included either.

If there are any problems with the changes, please report them in the suual way.
