Guild Administrator Command: Races for Newbies

We've decided to move away from having newbies select a race and guild
during character creation. There's too many choices and most of the
selections are meaningless to newbies. Thus, we are going to have them
pick a faction (city or commune) and later have them select a guild
through one-time only commands available to newbies:

GUILD LIST - lists guilds in their city/commune
GUILD SELECT <guild> - selects a guild

After this, they will be prompted to select a race (everyone will
default to human on creation). This is where the Guild Administrators
come in. Newbies will see races divided into three types categories:
recommended, neutral and restricted. Guild Administrators can flag a
race to recommend for their guild or flag a race to be restricted (i.e.,
the newbie will not be able to select it). BTW, we are leaving this in
the hands of players but if we find guilds are overly restricting races,
we may put this in the hands of the guild patrons.

Once players select a race for the first time, they will still receive
one free reincarnation. Please recommend or restrict guilds as soon as
practical.
