When browsing help-files in game, you may now use the PREV and NEXT
commands to read through help file sections in order. For example, if I
read HELP ARTIFACTS, I can use NEXT to automatically read the next help
file in the 19 help section on weapon artifacts, without having to
specifically use the HELP WEAPON ARTIFACTS command. Similarly, I can use
the PREV command to go back to reading the regular artifacts help file.

Additionally, the headers of help files will now list the previous and
next help files in the list.
