In order to make siege battlegrounds (Highcastle and Veilgarden) slightly more competitive, I have introduced an "effective level" during these battles.

If you are lower than level 70, your effective level will be temporarily boosted up to level 70 for the duration of the battle. In addition, your base statistics will be boosted for the duration as well, with the points you could spend at level 70 distributed evenly among str, int, wil, dex, and con.

This will grant lower-level players who are participating in the sieges more power and survivability than before, so they can contribute in a more meaningful way to their city's war efforts.

** In an unrelated change, I have also added diminishing returns on the coins earned by selling fish to Herman, the Fisherman. Casual fishers and those trying to increase their fishing rank shouldn't notice much of a difference, since it's quite gradual. Players who sit around half-idling while fishing all day should notice a decrease in their profits, though you can always earn coin from fishing even if you hit the diminishing return cap. The reason for this is that a very small number of players have been earning an inordinately large amount of money from fishing, and this is bad for 2 reasons: 1.) we don't want to oversaturate the gold market, and 2.) we want to encourage a breadth of play in Midkemia, rather than make fishing the only and best way to earn money to the exclusion of everything else.
