I've made some major changes to affect certain afflictions that totally shut down an offense: notably being prone and being restrained. Instead, they are being changed to give significant offensive maluses for as long as they remain uncured.

These are going to be closely reviewed, and I may end up reverting the change if it negatively affects combat. It also does not account for all afflictions that can shut down an offense (i.e., two broken arms, etc), since right now we just want to monitor the intent of the change and see how well it works before updating any other afflictions.

Here are the changes:

- You can now stand off-equilibrium.

- You can now stand with both legs broken, but doing so will cause you to take damage.

- Using balance will now automatically make you stand if you are prone, incurring a balance penalty for doing so, and potentially damage as well (based on broken legs). Most actions are thus no longer prevented by being prone.

- You can now move with two broken legs, but at a greater movement delay penalty than one broken leg.

- Being restrained no longer prevents most actions, but instead doubles the telegraph length and balance cost associated with that action.

- Warcraft's Tenacity now has a 25% chance to be stripped whenever it is triggered.
