Subj: Misc. Changes
- Banished/enemied citizens can no longer exile other citiens.
- Banished/enemied persons in any org can no longer edit or delete any of the org's help files.
- Thaumaturgy's Lodestone effect will now properly trigger mob aggro when it pulls someone down from the rooftops.
