- Banished city members can no longer command city guards. Note that we will generally not strip position-based privs from a banished/enemied person, especially when that person can be removed from the position (e.g., a ministry or aideship), but city guards require a lot of placement so an exception has been made in this case.

- Nighthawk writs are now occasionally issued for the slaying of sentient, org-aligned denizens. The chance for a writ to be issued is semi-random based on the level of the denizen slain. From an IC perspective, you can assume that grieving family and friends have contracted the Nighthawks for your death.

- You are now notified if a writ you have contracted with the Nighthawks is successful, and not just if it fails or expires.

- The election cooldown period has now been broken into separate cooldowns for City, Guild/Clan, and Order elections.

- The number of levels you can gain in a single siege battleground has been capped at 5. I highly encourage taking low-level players into sieges, especially since the effective level system boosts them up to 70, but we don't want lowbies, and particularly newbies, to lose out on the special advantages and coding that is designed to help them out before they are prepared (Portals, Task Hints, Guides, etc.), which could easily happen in a single siege battle.
