Subj: Combat updates: Thieves

Round one of combat-related changes: Thieves

Thievery is an important part of the game, but we feel it's too easy to steal and too hard to regain things without the cooperation of the thief, so, we've instituted these changes:

- Starting now, items stolen from another player(this includes abilities like Compel) are flagged as 'hot' and cannot be dropped or given away unless it's back to the owner.
- Items marked as hot will drop on death or logout.
- Items marked as hot can be seen by probing the item.
- Items marked as hot have the marker removed after 48 hours.
- When you steal from another player, you're given an affliction that shows you as a 'notorious thief' in your DIAG. (This will not show on Assess)
- For the duration of the affliction, if you die to another player, you will incur an XP loss similar to if you died during a raid.
- The affliction persists through death, though we will revisit this bit soon, if needed, after we see the effects of it.
