Low-level questing in cities

Over the last few weeks, we have been integrating low-level quests in
the cities of Achaea with our new QUEST LOG system (see announce news
#3806). As a result, many of these quests have been revised and updated,
so now is your opportunity to seek out what has changed! There are at
least ten quests to be found in each city, which means that, in some
cases, brand-new quests have been added as well!

You will find most of these quests are easy to discover. Usually they
are offered in response to directly GREETing a denizen or talking to
them about a "quest." A few may only be available upon completing
another quest first. As we add more quests to the system, this may not
necessarily be the case, but it is something you can expect from quests
in cities and low-level areas where newbies are likely to be found.

For you experienced players, the biggest change you will find to the
questing process is that, in order for a quest to show up in your active
log, you will need to accept it in some way. Usually - but not always -
this is via an affirmative word or emote in response to a question. If
you CONFIG QUESTHINTS ON (which we highly recommend in order to make
full use of the system), you will be prompted with a choice of responses
when a quest is offered to you. You can always disable this option later
if you find the output too spammy!

Our next step is to continue adding more quests to this system,
beginning with low-level areas such as Actar and Manara, so dust off
your adventuring boots and get ready to re-discover the areas from your
long-lost (Achaean) youth!
