Bugfixes and new features

Alongside the slew of new systems and changes, we've been hard at work fixing bugs and making small quality of life changes to Achaea! Here are some of the more pertinent changes:

* Citizens will now receive a notification when a fellow citizen escapes the Pygmy dungeons.
* LEGION RECALL ARMY has been added.
* INSPECT QUIVER will now show the total number of arrows.
* WEAR ARTEFACTS has been added, allowing owners to wear all of their artefacts at once.
* The multiclass aggressive action timer is no longer started in the arena.
* LISTIDEAS MATCHING <text> has been added, for those of you who wish to refine their submitted ideas.
* TOTEMLIST has been added to Lists in Vision.
* QUEUE REPLACE will now work more consistently.
* Switching class will now correctly remove armour in all cases.
* Active curing abilities with a cooldown will now show a message when they can be used again.
* Double-edged forging descriptor will always apply to a forging.
* Propagation users can now take full advantage of server-side targeting for their abilities.
* Jester bombs will now correctly backfire if Jester is not your active class.
* Falcons sent to Sanctuary while tracking will no longer track out of their safe haven.
* Legions will no longer have the chance to be left in random locations following a mine collapse.
* CONFIG RAGEMSG OFF will now clear all rage notifications.
* Adventurers will no longer get random village feeling modifications from Battlerage DoT abilities.
* Orghelp permissions will now work more consistently when referencing the Head of Novices.
* Sunlight energy will no longer be sent via GMCP unless the Druid or Sylvan knows the relevant abilities.
* The extra comma in the Ship prompt following the endurance removal has been removed.
* The new chops have relevant winds while traversing them.

Alongside these, many dozens of other small bugs have been corrected! Thanks go out to all of the adventurers who've submitted BUGs!
