A couple of quick changes:
* The message warning of a territory contestation now occurs when the hostiles begin calling a division, not when they finish. This should give more of a response window.
* It is now not possible to secure a perimeter in a location with an active tower fortification belonging to another org. Towers are considered active if they are completely built and not being sabotaged.
