More fixes

- Added MXP commands to standard shop shelves in SHELF SUMMARY (in most clients, right-clicking will bring up the context list of actions).

- You may now use SCT as a shortened form of SECTT (which is itself a shortened form of SECTTELL).

- DESIGN LIST now EXCLUDES org-owned designs (that were not created by you) by default. You may use the ORGOWNED filter (DESIGN LIST ORGOWNED <org/any>) to list designs that you can view due to organizational affiliation.

- SECT/CULT ALTAR will now include the room number of your altar (this betrays no new information, as you can already PATH FIND ALTAR).

- The deprecated steel commodity can no longer be consumed nor created by sect rituals.

- Consigning money to or from city/council coffers will now also list the totals in the coffers and treasury. This also applies to allocating funds to ministries.

- Those that have the SCOUT skill from their profession (Trailblazing or Pioneering) and are also holding the corresponding artifact (a stylized antique telescope) that they own will now receive a 75% eq reduction when using the skill. This only applies when using a telescope owned by the user, not one that has been lent to them.

- The boar tattoo should show up properly in REGENS now.

- The racial mana regeneration shows up on its own line now.

- Added a detailed list to what is effecting your 'Regen Level'. Note that even if you ahve items that total higher than 3, Regen level will max out at 3.

- Moved Noctu Warmth to Regens. In order to do this the health/mana healing effects will tick separately from the frozen and shivering curing effect.

- Problems with arti pets and mounts resetting into sanctuary has been fixed. (crossing fingers)

- Edited some of the Wickerman casket messages.

- Fixed the problem with deathmasks not hiding the killer's name properly.
